In accordance with the reference (A), you are hereby notified; National Council 171 respectfully demands an opportunity for substantive impact bargaining. This request is based on Management’s proposed initiated change related to the security awareness questionnaire.
National Council 171 demands collective bargaining to the fullest extent required and permitted by law over any changes in working conditions, personnel policy, practices, procedures, or conditions of employment regarding this questionnaire.
In addition, Council 171 requests that this issue be placed on the agenda for mid-term bargaining.
Please respond by September 15, 2003.
