In accordance with the reference (A), you are hereby notified; National Council 171 respectfully demands an opportunity for substantive impact bargaining. This request is based on the system user questioner/survey passed out to various field sites by the Director of Systems Integration and Procedures for the use as a baseline for the Balance Scorecard measure and improvement plan.
National Council 171 demands collective bargaining to the fullest extent required and permitted by law over any changes in working conditions, personnel policy, practices, procedures, or conditions of employment regarding the DFAS transformation studies.
In addition, Council 171 requests that this issue be placed on the agenda for mid-term bargaining.
