In accordance with the reference (A), you are hereby notified; National Council 171 respectfully demands an opportunity for substantive impact bargaining. This request is based on changes in the Government Travel Card instructions.
National Council 171 demands collective bargaining to the fullest extent required and permitted by law over any changes in working conditions, personnel policy, practices, procedures, or conditions of employment regarding these three changes to the GTC instructions.
Please respond by September 09, 2002.
