Comments:
The proposal continues to tie the Department unnecessarily to OPM regulations in the reduction in force (RIF) area. By doing so, the Department is forced to essentially run two RIF systems and to make changes to its system whenever OPM makes changes in corresponding areas. It also presents methods and procedures that may make automation difficult. Detailed commentary regarding the RIF proposal are provided in the attachment.
