My name is Frank Muccio. I live in Kittery, Maine. I am employed at Portsmouth Naval Shipyard in Kittery Maine. My position is that of Engineering Technician GS-11 step 10. I am in the Waterfront Support Branch of the Engineering and Planning Division. I am a Vietnam veteran. I am a College graduate. I have over 35 years of government service. I also hold the position of Secretary of Local 4 of the IFPTE (International Federation of Professional and Technical Engineers). I am greatly disappointed and I am not happy. Workers and their unions worked long and hard to get labor laws enacted to protect civil servants from politics. Their efforts culminated with the enactment of Title 5 U.S.C. They felt to sufficiently protect government workers the Executive Orders needed to be made law, thereby necessitating an act of Congress to make a change. Well, here we are this administration has successfully convinced the Congress change was necessary. However, as is typical of this administration it has done so on false premise, hype, and other deceptive practices. Since, the authority has been granted we are forced to fight the good fight once again. God help us. Please see the attachment for my specific comments on the proposed NSPS Regulations.
